App World Error

I just recently crashed my BB and had to reload all the software back. Everything seams to be okay except for the Blackberry App World Application. I've downloaded it three times and keep getting the same error message that says:
"Upgrade your service to a plan that includes browsing and discover a world of possibilites at Blackberry App World. Contact your service provider for more details".
Obviously my Data service is working if I was able to OTA download this app and my browsing is working normal. I called my service provider anyway and they were no help. Can anyone out there help me?
