I didn't ask the carrier why.
The carrier told me to go back to the seller.

Well that's not entirely true. It could be suspended because the seller still have not deactivated their BIS account. Once they do it will not be suspended anymore. There are other reasons for which the pin could be suspended. Some of those are for stolen or demo devices. And I believe those are almot impossible to get un-suspended.
